It was between J-Kwon and Mr. Eon, but considering J-Kwon is on some nursery rhyme shit and Eon at least sounds somewhat aware of the ridiculous shit he's saying, I gave it to J-Kwon.

Dr. Dre

As none of them wrote their own shit.

Dr. Dre and Ed Lover
Malachi the Nutcracker from Group Home
42nd Assassin from Sunz of Man

Those guys are all horrible.

And some controversial ones like:
Sole of Anticon (None of his shit rhymes)
Dose One (Same)
Too Short (He rhymes the same shit over and over).
Ice T (Totally lost it)
