Here's another difficult request, but it's possible.
It definitely exists, my friend had the vinyl and I played it twice on the radio. I even have it listed in 2 playlists from the show, but I didn't properly name the artist because I don't think I could tell from the vinyl.

Ghetto Scriptures
It was on an Ep from between 95 and 97 that had something to do with Weldon Irvine.

I know one of you obscure crate diggin' cats gotta know what I'm talking about here.

Its called Weldon and the Poets - Spoken Melodies (Embrace the Positivity). Sadly I dont have it, would like to hear it though.

The same kid that had this record had that 'Quarter To Midnight' vinyl, but he said it was ruined when he left it in his shed for like 3 years.

Well, the Vls is from Phade to Black, (from 1995/96?), called "Torture", featuring RMR of Strickly Roots...i mean, i've seen lots of raw material from Stricly Roots, but never seen nothing by Phade to Black...here's the video, i'm sure most of you know it...

That Oktober shit reminds me that I need this track off his 'Less Than Zero' CD. Mine cuts off early. Matter fact, I could use his other CD. Not 'The Zero', but there was another one I had. Can't remember the name.
Definitely a fan of Oktober and Yah Supreme. Oktober should've stayed getting beats from Cave Precise, though. Had all their Son Doo vinyls.

If you like that track you'll probably enjoy the whole Inevitable EP, at least not dislike it. I have the street versions of the other 3 tracks if you need em.
