I see what you're saying, but if you're on the WWE booking team, would you book Cena to be champion again? Could WWE really afford for someone with such a stale character, and who has been champ so many times previously with that same character, to be their top draw once again? No, they couldn't. Cena is now actually being victimized by Vince's stubbornness to not turn him heel (or at least tweak his gimmick). Cena, in his current state, really has nowhere to go from here, besides midcard hell. It's horrible business on Vince's part to favor seemingly starting to just phase Cena out, rather than turning him heel and giving him one last big main event run...

At this point a heel turn in the wrestling world won't effect the Today Show/Late Night TV/B-list movie cameo star that Cena is now. Heel Cena gunning for 16 at all costs = wrestling ratings, wouldn't effect anything else.
