Would Death Be The Penalty count? Although it was mainly certain reviewers who didn't like it and it's far from mainstream... Bodycount wasn't a hiphop act but Cop Killer may warrant inclusion. What about Akinyele's 'I Luh Her'? It got the album pulled from the shelves. edit-woops saw you mentioned cop killer.

Tough to leave out Hey Mister Mister by Kool G Rap here. Probably didn't get a lot of mainstream attention, but beating a woman in public is somewhat controversial by most standards.

Silent Eclipse's 'Psychological Enslavement' album is crammed full of controversial lyrics. Certainly has more relevance for Brits but easy for anyone to see that it was pretty potent for it's time,

Intelligent Hoodlum - At Large (Original 'Black rage' version - not the watered down version that appeared on Saga of a Hoodlum)

While we're on the subject of Tragedy/INtelligent Hoodlum, i guess 'Arrest The President' was pretty controversial for it's time too.

Dunno if already mentioned but I remembered earlier today that NWA's She Swallowed It (or another track off the LP) got the Niggaz 4 Life lp (temporarily) withdrawn from sale in some countries. They used the controversy as free publicity.
